Nordstrom Rack Returns to San Francisco, Taking Forever 21's Old Corner
Three years after pulling out of Union Square, Nordstrom's off-price chain is coming back with a 51,500-square-foot store, and the city's mayor is treating it like a referendum on downtown's comeback.

Nordstrom Rack is heading back to San Francisco's Union Square, three years after its last location there closed alongside the neighboring Nordstrom flagship. The new 51,500-square-foot store is set to open in fall 2027 at 2 Stockton Street, the former home of Forever 21, just over a block from where both earlier stores sat before shutting down in 2023. Beyond off-price racks, the location will also handle pickup and returns for online orders from both Nordstrom and Nordstrom Rack.
Nordstrom's only other presence in the city right now is Local Fillmore, a merchandise-free service hub that opened in 2025 in Pacific Heights, so this is the company's real return to selling product on the ground in San Francisco. The company says Rack is its biggest source of new customers, and it's citing "deep roots" in the Bay Area as reason to keep investing there. San Francisco Mayor Daniel Lurie, who has made downtown retail recovery a signature issue, didn't hide his enthusiasm, saying he was "thrilled that Nordstrom is choosing to invest in San Francisco again" after a stretch when, in his words, "companies were leaving San Francisco."
The timing lines up with other retailers placing bets on the same few blocks: Uniqlo opened a Market Street flagship on October 9, and Zara has a 40,000-square-foot Union Square store planned for 2027. One opening doesn't reverse years of retail flight, but three major brands recommitting to the same four square blocks in under a year is a pattern, not a coincidence.
